    Research Paper of Teacher Yang Tianfang from SMBU Law Research Center Published on Russian Top Law Journal

    Recently, the research paper titled “Legal Logic and Challenges and Solutions of Chinese E-commerce Platform Credit Management” (in Russian: Правовая логика, проблемы и пути совершенствования кредитного управления на платформах электронной коммерции в Китае) jointly written by Teacher Yang Tianfang from SMBU Sino-Russian Comparative Law Research Center and Teacher Guo Yu from Inner Mongolia University Law School has been officially published on Russian top law journal Правоведение (Open Journal of Legal Science, 1st issue in 2025) as the 5th article, with Yang Tianfang as its co-first author and corresponding author.

    With the rapid development of E-commerce, it is strategically significant and really necessary to advance the high-quality development of e-commerce from the view of social credit management. This paper analyzes the internal legal logic of Chinese e-commerce platform credit management, and explores the faced challenges and the possible solutions. It also points out that the traditional credit management modes lay emphasis on penalizing dishonest behaviors while neglecting to reward the honest participants, resulting in low efficiency of platform credit management. In addition, outdated technical tools and insufficient information transparency have also caused such problems as “algorithmic black box”. To address those problems, this paper proposes the coordinated development concept that balances the rewards for honest participants and the penalties for dishonest behaviors, in order to stimulate the enthusiasm of diverse e-commerce platform participants, enhance the credit information opening and sharing through information tools, and establish a long-term management mechanism for e-commerce. This paper also points out that the platform shall adopt legal mechanism to strengthen its responsibilities for dishonest behaviors, and define legal obligations of each party, especially those for information disclosure and algorithm transparency. By strengthening legal constraints and enhancing penalties for dishonesty and rewards for honesty, it is possible to promote fairer and more transparent platform management and protect the consumers’ interests.

    The research reveals that the improvement or innovation of legal mechanisms may drive e-commerce platforms to establish a credit management system with diverse participants, improve their market credit and promote the law-based development of e-commerce, providing a reference for the credit system construction of global digital economy.

    Especially, Dmitry Medvedev, former President of the Russian Federation, former Prime Minister of the Russian Government, current Deputy Chairman of the Russian Federation Security Council and Chairman of the United Russia, published an academic paper titled “Disillusion: How the International Criminal Court Became a Legal Shell” in Russian, English and Chinese in the same issue of this journal as Articles 1-3.

    Правоведение, founded in 1957, enjoys a high reputation in law circles in Russia and the world. It has published a lot of frontier research achievements from legal circles across Russia and the world, covering a broad range of legal subjects. This journal, as one of top journals in Russia legal research, is indexed in the Russian Science Citation Index (RSCI).
